Customs Clearance Resumes at China’s Dongxing and Dongzhong Ports

May 04, 2022

On the morning of April 26, the Chinese land ports of Dongxing and Dongzhong on the border with Vietnam resumed customs clearance procedures after more than two months of suspended operations.

The People’s Committee of Mong Cai, which lies across the border from Dongxing, stated that the resumption of customs clearance at Dongxing Port would be carried out gradually. The first step would be to deal with the vehicles stranded in the supervision area and allow the empty vehicles on both sides of the border to return. Next, the customs clearance of non-refrigerated cargo would be resumed, and finally, regular customs clearance would begin. At present, the customs clearance of refrigerated freight remains suspended, and no specific timeframe has been offered for when operations will be allowed to resume.

Customs officials at Mong Cai claimed that over 200 empty vehicles currently remain at Mong Cai and Dongxing. Current regulations stipulate that epidemic prevention measures must be followed irrespective of whether a vehicle is carrying cargo. At present, it takes approximately 30 minutes for each truck to pass through customs, and around 20 trucks are being processed each day. With the pontoon bridge area at the crossing yet to resume clearance procedures, approximately 300 refrigerated trucks remain stranded.

When Dongzhong Port resumed customs clearance operations, empty vehicles from China and Vietnam were the first to be allowed to return.

Aidian Port reopened on the afternoon of April 20, but efficiency remains low. According to Vietnamese statistics, the average daily volume of import and export trucks cleared throughout April was around 70 at the Friendship Pass and 120 at the Puzhai–Tan Thanh crossing. At least 100 carriages were cleared daily at the Pingxiang Railway Port during the same period.
